Man, that is one beautiful plate...the thick cast brass "Georgia" style...in 1995 its value would have been over $2000.00...surely significantly higher now...I know I may be "Preaching to the choir", but don't clean that plate!  you'll knock off at least 30% of its value...the three hooks still attached make it a rare find...congratulations!
